Job Description

The Proposal Manager will support strategic marketing design-build pursuits undertaken by Bid and Proposal department in support of Alutiiq’s Federal Construction Services. The proposal manager shall report to the Director of Bids and Proposals. The Proposal Manager must possess a broad knowledge of marketing principles and procedures, demonstrate excellent inter-personal and communication skills, and have a thorough understanding of basic design-build proposals for the federal government. The ideal candidate is driven by a strong will to succeed and to deliver quality products, manages a variety of proposal submittals in support of the Alutiiq’s construction sector, and understands Federal RFP requirements. The candidate will be accountable for the proposal process, coordination, management, and writing support, as well as having the ability to research material, compile, proof, and edit text and graphics. The candidate also must have the ability to maintain selected marketing databases and perform other supporting tasks as needed. The nature of submittals will vary from multi-volume Design-Build RFP proposal responses to Task Order RFP proposal responses, containing qualifications, technical approaches, and cost/schedule/Pro Forma, information. The value of opportunities resulting from proposals will range from thousands to millions of dollars.

In an interdepartmental team environment, the selected candidate will be required to have excellent proposal managerial, coordination, multi-tasking abilities, organizational, and general ‘people skills’, including strong written and verbal communication skills. Said candidate will be required to provide guidance to other personnel, including a variety of marketing, technical, and non-technical people throughout the organization. Must be able to interface with highly effective and efficient teams and maintain a successful team working atmospheres. Must be able to effectively deal with a variety of personality types and to drive teams to produce high-quality deliverables. Specific responsibilities will require superior organizational skills, ability to create and communicate effective outlines and schedules, and to complete work on time under tight deadlines. Must be comfortable working in high-stress, deadline-driven environment, with consecutive, high profile and highly strategic government projects.

RESPONSIBILITIES:

+ Organizes and assigns proposal team tasks; assesses requirements of RFPs; compiles proposal outlines, compliance matrices, schedules, and assigns writing responsibilities; assumes writing responsibilities; and directs and manages proposal team reviews in preparation for senior management reviews.

+ Provides guidance to proposal team members including other marketing personnel, consultants, A/E team members, graphics/design personnel, field operations personnel, and technical and non-technical writers throughout the organization.

+ Manages and/or writes/develops a variety of design-build federal proposals for various clients including USACE, NAVFAC, USCG, AFCEE, AND NGB

+ Develops and drives proposal schedule to ensure deadlines are met

+ Works in conjunction with A/E team members, cost estimators, estimating reviewers, and various consultants; assigns schedule and deadlines for proposal response components to team members.

+ Supports marketing needs for proposal follow-up and/or other sales purposes.

+ Researches and compiles information from a variety of databases and data sources (including resumes, project descriptions, boilerplate text, etc.).

+ Assists with editing and proofreading text and graphics, as necessary, on proposal team assignments.

+ Assists with archiving proposal elements into marketing databases.

+ Assumes proposal support roles, which may include organizing, managing, and/or writing responsibilities for individual sections or volumes.

Required Skills

+ Excellent leadership and communication skills

+ Hands-on working experience in MS Office Suite (MS Excel, MS Word, MS Powerpoint) is required

+ Hands-on working experience in Adobe Acrobat Pro is required

+ Power BI knowledge is a plus

+ Excellent written and verbal communication skills are a necessity

Required Experience

A minimum of 6 years of prior proposal/technical experience is required, including accountability for proposal compliance, schedule and delivery during the past 3 years. Must have a minimum of one year of experience responding to Federal RFPs.

Degree in marketing, journalism, communications, business or applicable field or a technical/scientific discipline related to construction and/or design businesses. An individual with a minimum of 8 years managing and/or writing proposals for the federal Government in the field of construction or design will be eligible for the position, in lieu of a degree.

A basic understanding of the construction industry is required.
