Summit Technical Solutions (STS) is seeking a senior level professional to fulfill the Program Manager (PM) requirements with a professional background in all aspects of IT who shall be responsible for the performance of the work specified in the COMMAND INFORMATION MANAGEMENT SYSTEM III (CIMS III) services contract and applicable TO’s.
The PM has direct oversight of the contract efforts and shall serve as the Contractor’s primary POC with the Government Contracting Officer, Contracting Officer’s Representative, Program Manager, or designated representative. The PM shall be responsible for management of all contract activities to include performance, schedule, cost, quality control, exercise independent judgment, and shall interface with Government management personnel, and all subcontracting team members. This PM maintains strong, productive relationships, exceptional performance management skills, is professionally motivated and business growth oriented.
Job duties include, but are not limited to:
+ Development and implementation of standard methodologies and automated process management systems
+ IT management providing support for operations and IT resource management requirements
+ Supporting strategic planning, management, and control functions integral to IT initiatives
+ Providing foundational support to effectively align IT requirements with an agency’s mission operations
+ Enabling the development and implementation of enhanced governance capabilities
+ Oversee, direct, and coordinate IT engineering program upgrades and performance improvement programs by designing, developing, re-engineering, and integrating state-of-the-art software and hardware enhancements.
+ Performs contractual, financial and administrative support, to include project controls, strategic management procedures and senior level communications.
+ Demonstrates ability to supervise, direct and coordinate a variety of work requirements
+ Supervises exempt personnel, and may supervise non-exempt personnel. Trains, organizes, and controls contractor personnel and monitors operations.
+ Effectively utilizes Program Management Office (PMO) services that provide financial and Quality Control performance metrics in support of contract and task order performance.
+ Create strategies for risk mitigation and contingency planning
+ Plans and schedules project deliverables, goals, and milestones
+ Ensures contract compliance on all business and operational matters
+ Control contractor personnel and monitor support to ensure employees are not performing Inherently Governmental Functions (IGF) or personal services on any effort, reporting such taskings to the KO and COR for clarification and validation prior to acceptance or accomplishment of such work. Coordinates with other contract and subcontract personnel to ensure efficient workflow accomplishment
+ Supports and leads new business development initiatives through opportunity requirements analyses, proposal and task order writing activities.
This opportunity is contingent on contract award to STS.
Qualified candidates will have the following experience and qualifications:
+ Bachelor’s degree in a related field; Master’s degree preferred.
+ PMP certification or equivalent
+ 4+ years of relevant experience supporting DoD contracts (or military active duty)
+ 5+ years of Program Management experience
+ Experience in Information Technology management (Network/Systems Administration, Technical Support/Help Desk, Cybersecurity, Software Development/Engineering, etc.)
+ Experience supporting US Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) is strongly desired
+ Task Order proposal writing experience is strong desired
+ Current Top Secret clearance with eligibility to obtain Sensitive Compartmented Information (SCI) access clearance as required by contract
