Job Description

MINIMUM QUALIFICATION REQUIREMENTS:
Attainment of a minimum of a bachelor’s degree from a recognized college or university in accounting, business administration, finance, or closely related area, preferably supplemented by certification as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) and a master’s degree, and a minimum of five years increasingly responsible senior management level experience in directing the financial, operational and strategic business functions of a public health agency, healthcare facility or similar organization; or a combination of education and experience equivalent to these requirements.

SPECIAL REQUIREMENT:
Must possess a valid driver’s license from state of residence.

ESSENTIAL REQUIREMENTS OF THE WORK:

Comprehensive knowledge of U.S. Department of Health and Human Services and other federal and state rules and regulations applicable to public health and Federally Qualified Health Centers.

Comprehensive knowledge of accounting, fiscal, and organizational management principles and procedures.

Comprehensive knowledge of federal procurement and contracting practices.

Thorough knowledge of local, state and federal laws and regulations governing business operations and employment.

Thorough knowledge of budget development and management practices.

Thorough knowledge of organizational and management principles as applied to the analysis and evaluation of programs, policies, and operational needs.

Thorough knowledge of advanced project management principles and concepts.

Thorough knowledge of the principles, practices, and methods of budget preparation and administration.

Thorough knowledge of the principles of supervision, training, and employee performance evaluation.

Good knowledge of accounting and time management information systems.

Good knowledge of electronic information and data systems.

Good knowledge of commonly utilized business software, including Microsoft Office Suite.

Skill in the use of personal computers and work related software for the production of reports, spreadsheets, presentations, forms, and other documents.
