Job Description

This is advanced professional and administrative work with supervisory responsibilities in the management of complex capital improvement projects. An employee in this class is responsible for the leadership and management of a variety of complex capital improvement projects. Work is performed under the general direction of a designated supervisor with considerable latitude in exercising independent judgment. Supervision is exercised over support staff as assigned. (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)

Ensures that capital improvement projects are completed on schedule, within budget, and to the highest degree of quality with the available resources.

Manages an overall project schedule from project inception to completion using Critical Path Methodology, incorporating resource, and/or cost loading data as needed.

Manages consultants working on projects, reviews progress/completed work to ensure compliance with contractual obligations, and recommends the approval of invoices.

Develops scope of work, cost estimates, and baseline schedules.

Oversees project bidding and contract negotiations.

Evaluates progress, reports issues, and recommends corrective action as needed.

Visits project sites, writes project status reports, and holds regular team meetings.

Supports community engagement efforts for major projects.

Coordinates with other Federal, State, and local governmental agencies on joint projects.

Provides information and assistance to the general public.

Supervises and trains subordinate personnel.

Attends training sessions, conferences, and educational courses.

Performs related work as required.
