Reviews metric data, identifies trends, potential problem areas and provides government with recommendations to improve current and future acquisitions based on analysis. Provides acquisition advice to Product Directors, Division Chiefs, and Program Managers. Drafts and provides assistance in the development of : statements of impact, justifications and authorizations, determinations and findings, acquisition strategies, acquisition plans, requests or information, synopsis, special contract provisions and source selection criteria for services, and hardware production contracts.
Reviews solicitations and prepares routine responses for proposals and contract modifications. Prepares requests for proposals including coordinating Statement of Work (SOW) requirements with the requestor and identifying the Contract Data Requirements Lists (CDRLs) necessary to ensure compliance with the requirements. Analyzes contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedure. Drafts and negotiates contractual instruments such as subcontracts and purchase orders. Ensures contract review, approval, and execution are in accordance with the FAR, DFAR, and agency supplements.
Prepares and administers routine correspondence and contract documentation to ensure timely and coordinated submittal. Prepares, organizes, and maintains contract records and files documenting contract performance and compliance. Conducts research to support contract audit and/or facilitate business unit contracting trends. Performs contract closeout activities.
- BS or BA degree in related field
- Minimum 15 years related experience including coordinating and preparing Contract Requirements Packages (CRPs) and drafting contractual instruments
- Knowledge of contracting concepts, FAR, DFAR, and agency supplements
- Excellent computer skills including MS Office products
- Approximately 25% travel
- Ability to obtain and maintain security clearance
- Army Project Office or Army Contracting Command experience
- Defense Acquisition Professional Development Program certification at Level II in Contracting
- Experience as an Unlimited Warrant Contracting Officer
- Honesty, superior ethics
