Job Description

This is professional administrative and supervisory work in directing professional, technical and clerical staff engaged in test development, validation and administration, job analysis, certifications, records management, and other areas of personnel and human resources management. An employee in this class is responsible for managing and supervising complex operations associated with the development, validation, administration and scoring of a variety of employment tests, job analyses, and management of records and performance evaluations (service ratings), and the formulation, utilization, and maintenance of eligible lists. The incumbent must be able to perform all statutory and administrative functions of the Personnel Director and Assistant Director in their absence. Work is performed with considerable latitude for independent judgment under the general supervision of the Assistant Director or Personnel Director, and (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)

Manages, plans, assigns, reviews, and supervises the work of staff engaged in test development, validation and administration, records maintenance and management, performance evaluations, and the production and maintenance of eligible lists.

Manages, coordinates and supervises testing activities, to include development, administration, and validation of written tests, assessment centers, and structured oral interviews.

Manages and supervises the coordination of logistics for testing and assessors, including the acquisition of facilities and equipment, travel and lodging, and food.

Identifies staffing needs and trains and assists staff, in the construction, validation, and analysis of oral, written, performance and other examinations to insure compliance with federal and state laws, regulations and guidelines.

Oversees, supervises, and participates in the recruitment of assessors or other personnel to assist with test administration, scoring, and assessments.

Plans, coordinates, supervises, and conducts comprehensive job analyses for test development and validation, and analyzes collected data and information for use in test development and validation decisions.

Coordinates and verifies the entry of data for test and assessment activities and ensures data and reports are produced in accordance with professional standards and legal guidelines.

Creates, documents, modifies and implements departmental policies, procedures, and protocols related to test development and administration, the establishment and maintenance of eligible lists and referral lists, and performance evaluations.

Manages, develops, implements, and supervises a departmental records management system, to include creation, documentation, and modification of records management policies and procedures.

Supervises the administration and maintenance of an automated applicant tracking system related to test development and administration, and the establishment and maintenance of eligible lists and referral lists.

Manages, supervises, and participates in the administration and scoring of examinations.

Reviews federal and state laws, statutes and recognized professional standards, including, but not limited to, Uniform Guidelines on Employee Selection Procedures, Americans with Disabilities Act (ADA), and Uniformed Services Employment and Reemployment Rights Act (USERRA), to ensure compliance when developing assessments and procedures and making decisions regarding administration of tests and accommodations.

Provides administrative and analytical support to managers, supervisors, professionals and other staff within the department and within the Merit System.

Interprets and explains complex information regarding rules, regulations, policies, and technical office operations.

Manages, coordinates, and monitors the establishment and maintenance of all eligible lists, referral lists, and appointments.

Manages, reviews and processes personnel and payroll actions related to new hires, demotions, pay rate changes, position changes, promotions, rehires and transfers.

Reviews position availability, specialty designation requirements, and eligibility of candidates for appointment.

Trains staff in work procedures and ensures professional development of staff.

Monitors and ensures the accurate and timely processing of employee performance evaluations for all Merit System employees.

Conducts job interviews with candidates to fill vacant positions.

Identifies needs and coordinates efforts to improve departmental efficiency.

Creates and develops forms to process work more efficiently.

Contacts departments for clarification on employee transactions, missing documents or data.

Develops reports to assist with the maintenance of eligible lists.

Develops metrics to track internal performance and makes adjustments to respond to changing customer requirements.

Coordinates the compilation of information related to requests for public records and/or subpoenas.

Participates in training, conferences and staff meetings related to department activities, rule changes, procedures and practices, and legislative changes impacting departmental operations, policies, and procedures.
