Job Description

The Project Manager manages, plans and coordinates the full life-cycle of IT projects in support of the Air Force Civil Engineering (AFCE) Program Management Office (PMO). This position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the satisfaction of the PMO/government officials. The Project Manager provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the PMO/government officials and key stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Provides outputs which may take the form of information, advice, opinions, alternatives, analyses, evaluations, or recommendations to complement the Government’s technical expertise in accomplishing its initiatives.

Delivers quick responses to stringent deadlines. May require technical, operational or other senior personnel to provide expert advice, opinion, alternative solutions, analysis, management and other activities to effectively perform in the acquisition support role.

Develops briefings, studies, and/or analysis for CE IT systems as directed by the government.

Updates Project Management Resource Tool (PMRT) and Information Technology Investment Portfolio System (ITIPS).

Utilizes Active Risk Manager (ARM).

Performs program risk management analysis.

Provides engineering assessments, analyses, reviews, evaluations and recommendations pertaining to risk management strategies and plans. These will be used to identify, analyze, mitigate, track and control risks throughout the life cycle.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED

Bachelor’s degree and four (4) years’ of relevant experience in project management, or equivalent combination of education / experience. Agile experience. Microsoft Project experience. Prior 63A/GS 1101 experience preferred.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Professional (PMP) Certification preferred, but not required.

Must have ability to obtain a Secret Clearance.

SAFE certification preferred.

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs

Knowledgeable of and skilled in implementing “best-in-class” concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives

Ability to manage multiple services and task order projects simultaneously

Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions

Ability to organize work, set priorities and determine resource requirements

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
