Jacobs Space Exploration Group \(JSEG\) is comprised of 10 companies and is located at Marshall Space Flight Center in Huntsville, AL \(ranked \#11 in Best Places to Live by U\.S\. News\)\. JSEG has been a primary contractor for NASA since 1989 and supports marquee NASA programs, including the Space Launch System, International Space Station, space optics fabrication, earth and space sciences and advanced propulsion system development\. We are looking for a self\-driven Subcontract Administrator/Procurement Lead to provide Jacobs Space Exploration Group \(JSEG\) support in purchasing, subcontract administration, as well as the administration of Government Property\.
+ Manage Purchase Orders and Subcontracts, including the bidding process, negotiation and execution of contracts and closeouts\. Notify departments when funds are insufficient; and work collaboratively with departments to resolve\.
+ Prepare subcontract modifications, evaluate and review invoicing requirements and submit weekly Subcontractor Pricing/Timecard Reports\.
+ Support Government Property administration by tracking, reporting, and controlling Jacobs controlled government property\.
+ Provide support, governance and guidance to team members across the JSEG organization in support of Task Order work requirements\.
+ Ensure that Subcontractors are abiding by contract terms and address/resolve any subcontract change orders, non\-conformances and disputes\.
+ Assist in composing, reviewing and verifying a variety of memorandums, correspondence, reports, public notices, permits, forms and documents as assigned, including bid specifications and bid addenda’s; research and verify information as required\.
+ Provide financial and administrative support including, but not limited to, building and tracking budgets, and reporting business data\.
+ Create and maintain records, responds to customer inquiries, assists in evaluating/developing both internal/external policy and procedures, and prepare and analyze reports\.
+ Work independently in collecting, developing, preparing, and editing documents, reports, and presentations for senior level review and approval\.
+ Track and Administer Non\-Disclosure Agreements\.
+ Support of annual contract year transition schedule including issuance of RFQs, evaluations of subcontractor proposals, coordination of subcontractor proposal approvals, and preparation of Delivery Order Agreements\.
+ Support Procurement system implementation\.
+ Support the development of monthly and weekly prime contract deliverables such as 533M\.
+ Other duties as assigned\.
Bachelor Degree in Business Administration or related field with at least 8 years of relevant experience\.
The selected candidate should also have:
+ Strong Leadership, negotiation, and communication and interpersonal skills are required\.
+ Strong experience reviewing, negotiating and counseling terms and conditions and exceptions thereof is a must\.
+ Thorough knowledge of government regulatory guidelines, particularly FAR and Procurement Regulations, and Cost Accounting Standards associated with Government purchasing\.
+ Proficiency with business software programs, Microsoft Office and automated accounting & purchasing systems\.
+ Excellent written and verbal communication skills with an ability to communicate effectively with peers and all levels of management\.
+ High level of integrity and professional demeanor is required\.
+ Excellent analytical skills and ability to prioritize and meet schedules in a multi\-task environment\.
+ Experience dealing with a wide variety of contract issues in the Federal Government\.
+ Experience with implementation of automated purchasing systems to include system requirements definition, testing, training, and system documentation is a plus\.
Office environment\. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing \(100%\)\. Requires ability to interact professionally with co\-workers, management, and client \(100%\)\. Work may involve sitting for extended periods\. \(80%\) May require lifting and carrying up to 25 lbs\. Must have sufficient mobility to enter areas of test facilities where necessary\.
Generally an office environment, but can involve inside or outside work depending on task\. \(100%\) Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities \(10%\)\.

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment \(100%\)\.
Normal workday is from 7:30 a\.m\. through 4:30 p\.m\., Monday thru Friday\. Regular attendance in accordance with established work schedule is critical\. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required\. \(100%\)
