Job Description

PRIMARY FUNCTION: The Capture Manager III is responsible for developing viable business opportunities for Yulista Holding subsidiary companies.


Perform the following functions in a matrixed organization: capture and strategic planning, market research, key event and milestone coordination, and leading pre-marketing activities that increase shareholder’s value and increase YHL’s win percentage.
Develop formal technical presentations and written plans that convey Profit and Loss Models, risk, ROI, and work load plans that provide YHL subsidiaries with the basis of information to make sound decisions to invest limited resources to the capture of new business opportunities.
Serve as the proposal manager in the event that YHL proposal managers are tasked on other efforts.
Author or assist in the authoring of Management, Past Performance, Technical, and Cost volumes of proposals, while assuring that YHL submittals are compliant to US Government and commercial statements of work and solicitations.
Under the direct supervision of the Senior Capture Manager, this position will work in concert with subsidiary presidents and YHL Contracts, Finance, Security, Human Resources, and BD team to recruit sub-contractors, develop teaming and price-to-win strategies and recruit appropriate personnel to effectively bid the opportunity
Utilizes capture software (for resource information and proposals) to develop a New Business Opportunity pipeline (ensuring opportunities in the system are accurately identified, updated, and elevated to receive attention, as necessary).
Equip subsidiary presidents and holding company management with the background and information required to make informed decisions on opportunities.
Perform gap analyses, color reviews, such as Black, Blue, Green, Pink, Red, and Gold reviews to ensure technical documents are compliant to solicitations and bids
In concert with YHL Finance and Subsidiary Pricing and Technical Teams, develop BOEs and pricing strategies to capture work and increase company profitability.
In concert with the Director of Business Development and the Senior Capture Manager, continuously advise subsidiary presidents on current market developments that impact teaming and pricing strategies.
In concert with YHL Subsidiary Executive management, negotiate work share and teaming arrangements ensuring compliance with the FAR and other regulatory requirements
Extensive domestic travel to establish opportunities and relationships with customers and future potential customers.
The Capture Manager III may be required to perform other related duties to meet the ongoing needs of the organization.


This job has no supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.


Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred
Ability to enter data accurately into databases.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence
Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc. Must represent the company in a professional manner at all times.
Must be trustworthy – will handle confidential information routinely
Must possess effective oral and technical written communication skills to clearly communicate information to others.
Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.

Job Requirements
Bachelor’s degree and 10 years of relevant experience.
Operational experience with an ANC 8(a) company as a Project or Program Manager focusing on Civil Engineering, Base Operations, Facilities Management, or Range Management
Proven experience in the Capture Management of Base Operations to include processes and protocols from approval to bid – proposal – capture/award – transition
Experience with Customer Relationship Management software and solutions, preferably SalesForce, Deltek
Experience in developing bids and estimates from job walks.
Proficiency in Microsoft Office Suite, Adobe Creative Suite, SharePoint, and Deltek products preferred
Entrepreneurial outlook that creates solutions to customer’s PWS at competitive cost
Must be able to obtain and maintain a Government Security Clearance


PMP Certification
