Job Description

Purpose of Job:
Under the general supervision of the Mayor, supervises recreation department employees,
organizes, directs, promotes, and conducts various recreation programs. The Director performs
related duties as necessary or as assigned.

Work Environment:
The physical demands and work environment described here are representative of those that
must be met by an employee to successfully perform the essential functions of this job.

Work is performed both in an office setting and at the sites of recreational activities. Includes
irregular hours during the evenings, weekends and holidays. Work occasionally requires
active participation in program activities, requiring varying degrees of physical exertion.

Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or
controls and reach with hands and arms. Vision abilities required by this job include close vision
and the ability to adjust focus and far vision to enable employee to observe programs and
participants from a distance. The employee may be required to push, pull, lift and/or carry up to 50 pounds. The noise level in the work environment is moderately quiet to moderately loud.

This position requires the use of a personal or city vehicle while conducting city business.
In order to operate a vehicle, individuals must be physically capable of operating the vehicles
safely and must possess and maintain an appropriate valid Alabama motor vehicle operator’s

Essential Duties:
A. Researches, develops and administers a comprehensive recreation program.
B. Performs a variety of administrative tasks including revising and/or developing policies
and procedures related to facility use, instruction, budgeting, promotion, and
C. Develops and recommends short and long-range plans to enhance existing or create new
programs and facilities.

D. Develops program schedule, obtains facilities, and writes advertisements to publicize
E. Creates revenue generating opportunities for programs and facilities.
F. Hires, trains, supervise and evaluate the work of full and part-time employees and
G. Prepares and monitors budget.
H. Implements the city’s safety procedures for all programs and facilities
including training, supervision and inspection of facilities.
I. Plans and implements an on-going community relations and publicity program.
Establishes contacts with various media sources. Prepares copy for flyers, newsletters,
brochures and media releases.
J. Evaluates recreation program goals and effectiveness. Records and analyzes statistical
information used in evaluation programs.
K. Coordinates recreation programs with programs offered by schools, community sports
groups, special sports groups and agencies; coordinated planning and development
activities with other agencies, private enterprises and jurisdictions.
L. Oversees daily operation of recreation facilities.
M. Researches, plans and implements special events and projects related to community
N. Oversees maintenance of all recreation facility and fields.
O. Attends recreation events as required to ensure smooth operation. Oversees the use,
care and inventory of all recreation and concession supplies and equipment.
P. Responds to public inquiries in a courteous manner, providing information within the
scope of knowledge or refers to appropriate individual.
Q. Keep subordinates current through on-the-job training. Maintains safe working
conditions, establishes procedures for good housekeeping and the use of safe work
practices by subordinates.

Employment Qualifications:
This position requires the use of a personal or city vehicle while conducting city business.
In order to operate a vehicle, individuals must be physically capable of operating the vehicles
safely, must possess and maintain personal insurance, and shall throughout the duration of their employment maintain an acceptable driving record.

All employees in this position will be required to pass drug testing and a new employee physical.

Working knowledge of municipal recreation; of related facilities and equipment; of management techniques pertinent to recreation services, including planning, scheduling, training, identification of budget needs and maintenance of budget controls.

Ability to supervise, evaluate and monitor staff; develop organize, coordinate, and evaluate
programs; interpret and implement city policies and procedures; develop and monitor program
budgets, maintaining required labor, material, and cost records; develop strong interpersonal
relationships with subordinates, peers, supervisors, the general public and others contacted in the course of work; and to understand, carry out, and issue clear oral and written instructions.
Any combination equivalent to experience and education that would likely provide the required
knowledge and abilities would be qualifying. Typically, the minimum education and experience
necessary would include: possession of a bachelor’s degree in Recreation Administration, or
related field or five years of experience in public recreation.
