Department of Defense Program Manager
The Department of Defense (DOD) Program Manager will develop and execute an overall strategy to grow NORESCO’s business with all branches of DOD. This individual will be responsible for leading the Program Management team focused on utilizing the Energy Savings Performance Contract (ESPC) IDIQ (DOE and Army Corps), Utility Energy Services (UESC), and other IDIQ contract vehicles with the objective of increasing long term value for NORESCO.
As a DoD Program Manager you will be involved in the following:
+ Expand NORESCO’s industry leader position by establishing, building and developing high quality relationships with DOD worldwide.
+ Identify specific targets and opportunities with each DOD branch.
+ Understand specific branch deliverables and challenges and how NORESCO can mitigate those challenges.
+ Understand branch specific procurement processes for ESPC and UESC and assist Federal Account Executives with a successful path forward.
+ Work with Federal Account Executives in preparing branch specific presentations and proposals that will create a value proposition.
+ Develop strategy for branding NORESCO across DOD.
+ Develop and help execute a market penetration strategy for each branch of DOD.
+ Attend industry specific tradeshows and events such as Energy Exchange, SAME events, etc. Actively participate in associations and networks which will assist in building the corporate brand and identity.
+ Assist proposal development efforts, analysis of solicitations, competition and opportunities based on branch needs.
+ Develop a database to track ESPC/UESCs and metrics to measure NORESCO’s market penetration.
+ Track and report on key DOD business results and trends.
+ Expand NORESCO’s footprint by evaluating teaming and partner relationships.
+ Maintain pages for each DOD branch on the NORESCO Agency SharePoint Site.
+ Commit yourself to operate with the highest level of ethics and integrity with all colleagues and customers.
The following background is preferred for this position:
+ 5+ years in successful Federal ESPC industry experience.
+ Bachelor’s Degree in Engineering, Business or related field.
+ 5+ years of documented success working with DOD.
+ Must have experience in working with ESPC and/or UESC contract vehicles.
+ Specific performance contracting business development experience is preferred
+ Ability to create and maintain relationships with industry and customers.
+ Strong interpersonal communication skills, writing and speaking skills. Effective leadership skills which include the ability to influence others while building internal and external partnerships.
+ Must be able and willing to travel 50% of the time.
